Joe Palm began his career as a firefighter for the City of St. Louis, rushing into danger to protect others. That same courage, grit, and commitment to community continue to shape how he leads today. For Joe, service isn’t a slogan — it’s a calling.

Champion for Health & Equity

For over a decade, Joe served as Chief of the Office of Minority Health in Missouri, working on the front lines of public health and social justice. From Ferguson to Joplin to rural flood zones, Joe has shown up for communities when they needed him most — especially those too often left behind.

Trusted National Leader Appointed by Biden

In 2022, President Joe Biden appointed Palm as the Regional Director for the U.S. Department of Health and Human Services (HHS) — not once, but three times. Overseeing Regions 7, 2, and 5, he led public health efforts across 15 states and territories — including support for 52 tribal nations through Indian Health Services — during critical moments like COVID-19 and the opioid crisis. Joe brings national leadership and hands-on experience Missouri can count on.
